How Much Does It Cost to Start a Skincare Line?

Most answers online give you a range so wide it's useless, from "a few hundred dollars" to "six figures." This guide breaks down what one product actually costs to launch with a Korean manufacturer, line by line, using numbers from our recent projects.

The short version

Why the answers you find online are so far apart

"How much does it cost to start a skincare line" has no single answer because it depends on four decisions: how many products you launch, how many units of each, what packaging you use, and where you sell. Change any one and the total moves by thousands.

So instead of a range, this guide walks through one concrete case: one serum, 2,000 units, stock bottle with a custom label and box, sold in the US. That is the most common first launch we see. Once you understand this one, you can scale the numbers to your own plan.

1. Production: the biggest line

Korean manufacturers quote an ex-factory price per unit. In our projects that price includes the formula, the container, the label, and the unit box (the carton the product sits in on the shelf).

ProductEx-factory per unit (KRW)Approx. USD*
Serum / ampoule₩3,000 to ₩5,500$2.2 to $4.0
Cream / moisturizer₩2,800 to ₩5,000$2.1 to $3.7
Sunscreen (mid-range)₩3,500 to ₩6,000$2.6 to $4.4

Treat these as a starting point, not a quote. The container and the ingredient list move the price more than anything else. A heavy glass dropper bottle or a high concentration of a premium active can push a product well past the top of its range, and a simple formula in a standard bottle can land below it.

For our 2,000-unit serum, production comes to about $4,400 to $8,000.

2. MOQ: what sets your minimum spend

Your minimum budget is really your MOQ multiplied by your unit cost. And the MOQ is set by the packaging, not the formula.

Order sizeWhat's realistic
1,000 to 2,000 unitsStock container (a clear ampoule bottle, a standard jar) with a custom label
3,000 to 5,000 unitsCustom packaging and finishing options
TubesUsually from 5,000 units, because the design is printed on the tube

MOQ applies per SKU. Three products at 2,000 units each means three production runs, not one. This is why launching with a single hero product is the most common way to keep the first budget under control.

3. Samples

Before production, the factory makes samples for you to approve. With Seoul Beauty Labs, sampling is part of the Starter package ($299 to $499), and the fee is credited in full toward your production order if you go ahead within 90 days of final sample approval. Because we start from a proven base formula, most of our projects reach an approved sample with no revisions or just one, so sampling rarely becomes a hidden cost.

4. Label and box design

The factory prints what you give it. You need print-ready files for the label and the unit box, with the ingredient list, warnings, net contents, and other text your market requires.

5. Registration and compliance

This is the line founders worry about most, and for the US it's usually smaller than they expect.

Other markets cost more. For the UK or EU, expect roughly $2,200 to $3,700 per product, per market, through an agency, because you need a local Responsible Person and a safety assessment. If you plan to sell in more than one market, budget compliance for each one separately.

One exception to note: in the US, sunscreen is regulated as an over-the-counter drug, not a cosmetic. It follows a different and more expensive process, so don't use the cosmetic numbers above for an SPF product.

6. Shipping and import duty

For about 2,000 units of a 50 ml product going to the US:

MethodPer unitTotal for 2,000 unitsTransit
Air$1 to $2$2,000 to $4,000About 2 weeks
Sea$0.30 to $0.60$600 to $1,200About 4 to 6 weeks

Sea freight is cheaper by a wide margin, but it adds a month. If you have a launch date to hit, that month can be worth paying for. Many brands ship a small first batch by air to start selling and send the rest by sea.

Import duty is the one number we won't put in a table. US tariffs on Korean goods have changed several times since 2025, and the rate depends on your product's classification. Ask your customs broker for the current rate before you ship, and add it to your budget as its own line.

The full budget for one product

Putting it together for one serum, 2,000 units, launched in the US:

CostLowHigh
Production (2,000 units, incl. label and box)$4,400$8,000
Samples (Starter, credited toward production)$0$0
Label and box design$300$1,000
US registration and compliance$300$800
Shipping by sea$600$1,200
Total, sea freight$5,600$11,000
Total, air freight$7,000$13,800

That works out to a landed cost of roughly $2.80 to $5.50 per unit by sea, or $3.50 to $6.90 by air, before duty. Use that number, not the ex-factory price, when you set your retail price and check your margin.

What's not in the table: a Responsible Person if you need one, import duty, product photography, your website or marketplace fees, and marketing. Those depend on how and where you sell, but they belong in your plan from day one.

Where founders overspend

From the field

One founder came to us after another source quoted a unit cost anywhere from about $1 to $5. On 2,000 units, that's the difference between a $2,000 and a $10,000 production run, which makes it impossible to plan. A useful quote names the container, the quantity, and exactly what's included, so you know your landed cost before you commit.

Frequently asked questions

How much does it cost to start a skincare line?

For one product made with a Korean SME manufacturer, a realistic first launch runs roughly $5,600 to $11,000 by sea freight or $7,000 to $13,800 by air, before import duty. That covers 2,000 units of product, label and box design, US registration, and shipping. Most of the money is the production run itself.

Can I start a skincare line with $5,000?

It is tight but possible with one SKU, a stock container, about 2,000 units, your own label design, and sea freight. Below that, the minimum order quantity is usually what stops you, not the formula.

What is the minimum order for a skincare line in Korea?

Common creams and serums in a stock container with a custom label can start at around 1,000 to 2,000 units per SKU. Custom packaging becomes realistic from about 3,000 to 5,000 units, and printed tubes usually start at 5,000.

How much does it cost per unit to make skincare in Korea?

Indicative ex-factory costs are roughly $2.2 to $4.0 per unit for serums and ampoules, $2.1 to $3.7 for creams, and $2.6 to $4.4 for mid-range sunscreens, including the container, label, and unit box. Container and ingredient choices can move a product well outside these ranges.

How much does shipping cost from Korea to the US?

For around 2,000 units of a 50 ml product, expect roughly $1 to $2 per unit by air or $0.30 to $0.60 per unit by sea. Air takes about 2 weeks and sea about 4 to 6 weeks.

Do I have to pay to register cosmetics with the FDA?

No. The FDA does not charge a fee for MoCRA facility registration or product listing. You pay for the filing work, which through our network typically runs around $150 per product, and a US Responsible Person if you need one is quoted separately.

What is the cheapest way to start a skincare brand?

Launch one SKU in a stock container with a well designed label, use a reference-based formula rather than a fully custom one, ship by sea, and enter one market first. Upgrade packaging and add products once the first one sells.

All costs are indicative ranges from our recent projects and vary by formula, ingredients, packaging, order size, and destination; we confirm exact pricing before any work begins. Shipping estimates assume about 2,000 units of a 50 ml product to the US.
